Spray a 4-qt. Casserole with oil. Cook chopped onion, chopped green bell pepper and 2 garlic cloves pressed with Garlic Press over medium heat 2 – 3 minutes or until vegetables are crisp-tender. Stir in black beans (rinsed and drained), diced tomatoes (undrained), tomato sauce and chili powder. Bring it to a boil over medium heat then cover and simmer over medium-low heat 30 minutes. Serve it in bell pepper cups — just hollow out peppers with the Scoop Loop™ — and garnish with sour cream and cilantro.
