In (2-qt./1.9-L) Saucepan, melt butter over medium heat. Add flour; whisk until well blended using Stainless/Silicone Sauce Whisk. Cook 1 minute, whisking constantly (do not allow to brown). Add milk all at once; whisk until smooth. Bring to a simmer, stirring constantly until thickened. Cook an additional 10 minutes, stirring occasionally.
Remove from heat. Add cheese, mustard, salt and cayenne pepper; whisk until smooth.
